Commissioner I need your help Dear Friends and Family, Thank you for always being there to support my public service work. From    standing    up    with    President    Reagan    on    a    National    Balanced Budget    Amendment    and    raising    funds    for    MDA    and    St.    Jude's Children’s   Hospital,   to   helping   the   Hugh   O’Brian   Youth   Foundation and    then    being    elected    to    the    Arizona    Legislature    and    ultimately Speaker   of   the   Arizona   House   of   Representatives,   you’ve   been   there at   the   ready    to   help   me   and   other   conservative   leaders   make   this world a much better and freer place. As    Speaker,    I    shepherded    through    bold,    conservative    ideas.     We enacted      significant      government      efficiency      reforms,      reformed employment   protections   for   government   bureaucrats   and   were   the only   state   in   the   nation   to   end   future   defined   benefit   pension plans   for   state   elected   officials.    We   helped   redesign   the   commerce department   when   we   created   the   Arizona   Commerce   Authority   and passed   the   largest   pro-job   tax   cuts   in   Arizona   history.   When   I   led   the Arizona    of    Representatives,    our    Legislature    was    unparalleled    in fighting   the   federal   encroachment   into   our   lands,   our   environment, and   our   health   care   system.   We   defended   the   sacredness   of   life   and the   Second   Amendment.   These   commonsense   policies   have   made Arizona   one   of   America’s   best   places   to   raise   a   family,   educate, work and prosper. Now,   Governor   Doug   Ducey   has   called   me   back   to   help   his   team make   government   work   more   efficiently.   I   am   honored   he   appointed me   to   the   Arizona   Corporation   Commission.    I’ve   quickly   learned that     the     Commission,     which     was     established     at     the     time     of statehood,   still   operates   as   if   the   year   were   really   1912.   We   need   to bring    the    Commission    into    the    21st    century,    review    the    role    and scope     of     government     regulation     in     our     economy,     and     most importantly   return   this   important   regulatory   body   back   to   Arizonans. I   cannot   improve   the   Commission   unless   I   get   your   help   with these three things: 1 . Please   go   online   and   sign   my   petition    to   put   me   on   the   ballot, and   then   send   the   link   to   all   your   friends   and   family   that   can sign   as   Republican   or   Independent   voters   in   Arizona.   We   need 1,000   signatures   PER   WEEK   to   meet   the   deadline   of   May   30th, 2016. 2 . Why I am at the Commission

Protect the Grid - Arizonans in all parts of the state must have access to a reliable electrical grid that is well maintained and affordable to the taxpayer. Water - While California faces draconian measures to conserve water because of years of no planning, Arizona has led the way in water management, which has allowed our state to grow and thrive.  Now, the Corporation Commission must work with water companies across Arizona to ensure that their water is safe, their infrastructure sound, and that they provide top-tier customer service to all citizens. Lean Government - Since being appointed as Commissioner, I have led the effort to get the Corporation Commission to adopt Governor Doug Ducey's "Lean Government Initiative" and use it in every aspect of Commission business. In other agencies I have managed, Lean saved my employees and the taxpayers time and money by simplifying agency processing, developing a more positive organizational culture, and evaluating our purpose and practice to best serve Arizonans. Securities - Our senior citizens must be protected from unscrupulous financial managers who seek to take advantage of those seniors who have scrimped and saved throughout their lives so that they might live comfortably in their golden years.  The Commission must have a "No Tolerance" policy for wrong-doing in this area.
About Andy Tobin Commissioner Commissioner Andy Tobin is a well-known leader in Arizona state government. Prior to his appointment to the Arizona Corporation Commission, Tobin was appointed by the Governor to serve as director of the Arizona Department of Insurance in October 2015, providing oversight of all insurance companies, agents, brokers, licensing, and consumer protections. In addition, he was appointed acting director of the Arizona Department of Financial Institutions. Prior to those appointments, Tobin served as director of the Arizona Department of Weights and Measures, helping consolidate the agency, reducing costs and improving consumer services and protections. Commissioner Tobin was a long-time member of the Arizona House of Representatives, representing rural Arizona from 2006 to 2014. He was Speaker of the House from 2011 to 2014. Prior to his Speakership, he served as the House Majority Leader and Majority Whip. During his tenure in the House, he was appointed Vice Chair of the Education Committee and was a member of both the Pensions and Health and Human Services Committees, to name a few. Tobin was instrumental in passing landmark economic development tax reform, reinventing Arizona’s Commerce Authority, and establishing the Department of Child Safety. Prior to joining the Department of Insurance, Tobin owned and operated insurance and consulting companies for 20 years and was also CEO of a local aerospace company, employing 200 people, from 2000 to 2003. Tobin was elected the National President of the United States Junior Chamber of Commerce (Jaycees) from 1988 – 1989. In that capacity, Mr. Tobin served as ex‐officio board member of the Muscular Dystrophy Association, St. Jude’s Children’s Research Hospital, and the Hugh O’Brian Foundation. As head of the Jaycees, he also worked with the Reagan-Bush Administration regarding the passage of a Balanced Budget Amendment to the U.S. Constitution and a Line Item Veto.
